California State Architect's (DSA) Academy Training ManualFor three years, Designing Accessible Communities (DAC) has been advocating for the State Architect's Office (DSA) to create an updated version of the "interpretive" manual for California's state access building codes (Title 24) that the Office had produced in years past. DSA has finally created a document under a different name, "The DSA Academy Training Manual" instead of its former name, "Interpretive Manual". Hopefully, the information in this new Manual will provide local building departments, architects, contractors and others with standardized interpretations of our state's access codes that will help assure that the interpretations of those codes are consistent throughout California. California State Architect's (DSA) "Interpretation of Regulations" Document - IR 8A new interpretation relating to the use of construction tolerances has been created and will help to ensure that there is a consistency in the interpretation of state building codes, Title 24 (the access section of the California Building Code). This particular interpretation by DSA should convey to local building departments, project architects, contractors and building/business owners, that it's inappropriate to use locally developed “construction tolerances” in their effort to resolve design and construction mistakes. California Building Code access requirements for privately funded multi-family housing are available within the State Architect's Access Compliance Reference Manual (PDF), Section 11A, (starting at page 92). Assembly Bill No. 2787 This bill requires that guidelines be developed and at least one model ordinance for new construction and home modifications that are consistent with principles of universal design. The developer must make the information available but the modifications are not required but voluntary on the home owners part.

The Division of the State Architect (DSA) acts as California's policy leader for building design and construction, and provides design and construction oversight for K-12 schools, community colleges and Cal State Universities. DSA has offices in Sacramento, Oakland, Los Angeles, and San Diego. DSA also develops and maintains the accessibility standards and codes utilized in public and private buildings throughout California.

Access Compliance (DSA-AC). These are the final approved provisions for the 2006 Triennial Cycle to be incorporated into the 2007 edition of the California Building Code, Title 24.
